This publication serves as a sequel to the Rapid Response Assessment titled ‘Blue Carbon: The Role of Healthy Oceans in Binding Carbon,’ released on 14 October 2009. Building on that groundwork, it expands on the original insights and examines new developments in blue carbon finance.


This report offers tools to help developing countries explore blue carbon as a financial mechanism. It shows how to make the most of opportunities and manage potential risks in carbon markets and beyond. It takes a balanced view, highlighting benefits like carbon sequestration and ecosystem services, while addressing concerns about methodological challenges, market shifts, and equity issues.


Aimed at policymakers and environmental groups in developing countries, it provides insights to use carbon markets for sustainable development. The report supports informed decisions without endorsing any particular policy.
